Circle has unveiled the public testnet for Arc, a Layer-1 blockchain designed to integrate real-world financial activities onchain. Major financial and tech giants, including BlackRock, Visa, HSBC, AWS, and Anthropic, are participating in the initiative.

Arc distinguishes itself with USD-denominated fees, sub-second transaction settlement, and optional privacy features. The project aims to decentralize over time by opening validator roles and governance to the broader community, positioning itself as a foundational LAYER for global financial infrastructure.
